Norfolk Redevelopment and Housing Authority (“NRHA,” “we,” “us,” or “our”) is committed to respecting your privacy. We have developed this Privacy Statement (this “Statement”) to describe how we may collect information about you through your online interactions with us and use of our website, NRHA digital services, and official social media accounts, including Facebook, Instagram, LinkedIn, YouTube, as well as other platforms that refer you to this Statement, how we use information, and how and under what circumstances we share that information.
When you affirmatively submit information to us or through these platforms (“Users”) or by other means, you consent to the collection and processing of your information as described in this Statement. We also collect certain types of Visitor data (as defined below) from you if you access our website or digital platforms but do not affirmatively submit information to us (“Visitors”). IF YOU DO NOT AGREE WITH THE USES OF INFORMATION DESCRIBED IN THIS STATEMENT, PLEASE DO NOT USE NRHA’S WEBSITE, DIGITAL SERVICES, OR SOCIAL MEDIA PLATFORMS OR SUBMIT INFORMATION TO US.
We may change this Statement. The “Effective Date” legend at the top of the page indicates when this Statement was last revised. Any changes will become effective when we post the revised Statement. Your use of NRHA’s website, digital services, or submission of Personal Information following these changes means that you accept the terms of the revised Statement.
Information We Collect
NRHA’s website and digital services originate in the Commonwealth of Virginia, in the United States of America, and are intended for Users and Visitors located in the United States. NRHA administers housing programs, manages public housing and housing choice voucher programs, and provides housing-related services within its service area.
NRHA collects or processes data of persons who access its website or digital services by collecting information about their activities when they visit NRHA platforms, when they give us information through forms or applications, and when they provide information through direct communications. When a person has a current or pending relationship with NRHA, we may collect information through these means as well as through third-party systems and service providers used to administer housing programs and operations.
NRHA may also receive Personal Information from third-party platforms and systems used in connection with its services, including, but not limited to:
- Housing and property management systems (such as Yardi or similar systems)
- Applicant portals, waitlist systems, and recertification platforms (such as RentCafe or similar tools)
- Partner or listing systems (such as HomeNet or similar services)
- Job application and recruitment platforms
- Event registration tools, contact forms, and online engagement platforms
Some individuals participating in NRHA housing programs may have Personal Information provided to NRHA by property managers, partners, or other administering entities in order to meet program requirements or regulatory obligations.
We collect information that personally identifies individual Users (“Personal Information”) directly from you when you voluntarily request information from us, supply information through NRHA platforms (including forms, applications, and registrations), interact with NRHA digital services, or respond to a questionnaire or inquiry.
“Personal Information” may include name, email address, phone number, mailing address, household composition, income information, and other information necessary to administer housing programs, employment opportunities, or services.
We and/or our service providers may also collect information from Users and Visitors that does not, on its own, identify a specific individual. If we link this information with Personal Information in a way that renders it identifiable, we will treat it as Personal Information in accordance with this Statement.
“Visitor data” means information about you and/or your device, other than Personal Information, including IP address, regional location, service provider, device type, operating system, browser type, cookie information, clickstream data, referring URLs, and information about how you interact with NRHA platforms.
Use of Information – Purposes
Use of Personal Information
We may use Personal Information of Users to establish and manage relationships with you; to provide services, including housing applications, waitlists, recertifications, and related processes; to respond to inquiries, requests, and comments; to communicate updates, programs, and services; to determine what content is most relevant to you; for operational and personalization purposes; for customer service, security, and to detect fraud or illegal activities; to enforce applicable policies; to prevent or investigate activity we believe may be unlawful or harmful; for archival and recordkeeping purposes; to improve our website and digital services; and for business purposes such as program administration, communications, and research.
We may also use Personal Information to comply with applicable laws and regulations, including those governing public housing programs, housing choice vouchers, and other federal, state, or local housing initiatives.
Use of Visitor Data
We may automatically collect and use Visitor data from Users and Visitors to determine what content is most relevant; for operational and personalization purposes; for system security and monitoring; to detect fraud or misuse; to improve NRHA platforms; and for analytical and reporting purposes.
Sharing
As set forth above, we may share Personal Information and Visitor Data we collect from Users and Visitors as follows:
- With vendors, subcontractors, agents, consultants, and service providers that require access to such information to perform services on our behalf, including housing management systems, application platforms, communication tools, analytics providers, and other operational systems
- With partner agencies or entities involved in administering housing programs or services
- In response to a request for information if we believe disclosure is in accordance with, or required by, applicable law, regulation, or legal process
- If we believe your actions are inconsistent with our policies or to protect our rights, property, or safety, or those of others
- With your consent or at your direction
We may also share aggregated or de-identified information that cannot reasonably be used to identify you.
NRHA does not sell Personal Information.
Cookies and Other Tracking Technologies We Use to Collect Information
We, like many organizations, use cookies and similar technologies to collect Visitor data and enhance user experience. These technologies allow us to recognize your browser, capture Visitor data, and understand how users interact with NRHA platforms.

Additional Protections for Children
NRHA platforms are not directed to children. We do not knowingly collect Personal Information from children under the age of 13 without appropriate consent. If such information is identified, it will be deleted.

We will post the modified Statement and its Effective Date on NRHA platforms. For this reason, you should review this Statement periodically. Your continued use of NRHA platforms after the Effective Date constitutes your acceptance of the amended Statement. The amended Statement supersedes all previous versions.
