Porting

An HCV program participant has the right to use their voucher to lease a unit anywhere in the United States, provided that the unit is located within the jurisdiction of a PHA administering a voucher program. The process by which a participant obtains a voucher from one PHA and uses it to lease a unit in the jurisdiction of another PHA is known as porting.

NRHA allows its participants to port to other jurisdictions as well as accepts incoming porting participants.

Participants partaking in porting are responsible for the following:

• Providing current Housing Authority with the name of the Housing Authority jurisdiction you desire to transfer your assistance to
• Providing your current Housing Authority with a copy of the written notice of intention to vacate the current leased unit that was given to the owner (Time period of notice must be in compliance with your lease.)
• Promptly contacting the receiving PHA and complying with the receiving PHA’s procedures for incoming portable families

The participant’s current PHA is responsible for the following:

• Certify that the family meets portability requirements
• Advise the family on how to contact and request assistance from the receiving PHA
• Reissue the Housing Choice Voucher if the family is a current participant
• Forward the required HUD 52665 and supporting documentation to the receiving PHA that the family desires to transfer their housing assistance if the family is determined eligible
