The Resident Opportunities and Self-Sufficiency (ROSS) Program at the Norfolk Redevelopment and Housing Authority (NRHA) connects public housing residents with opportunities that foster stability, independence, and personal growth. The program provides individualized support that helps residents access job training, financial education, and digital literacy development. ROSS empowers residents to achieve economic self-sufficiency by addressing barriers to employment, building financial capability, and improving technology access and confidence. Funded by the U.S. Department of Housing and Urban Development (HUD), NRHA’s ROSS program strengthens the agency’s commitment to resident advancement and equitable access to opportunity.
