Reasonable Accommodations
Norfolk Redevelopment and Housing Authority (NRHA) provides reasonable accommodations so people with disabilities can participate fully in NRHA programs, services, and housing.A reasonable accommodation is a change to rules, policies, practices, procedures, or methods of communication that removes a disability‑related barrier.
You may request a reasonable accommodation at any time.

- Reasonable accommodations do not involve physical or structural changes
- They address administrative, procedural, or communication barriers
General Information: What Is a Reasonable Accommodation?
Reasonable accommodations may be requested by or on behalf of an individual with a disability.
Requests may be made by:
- The applicant or resident
- A household or family member
- A service provider or case manager
- A legal representative
NRHA may request verification only when the disability or the need for the accommodation is not obvious.
- Verification may come from a knowledgeable third party
- Medical records or diagnoses are not required
You may request a reasonable accommodation at any stage of the housing or program process, including:
- During application or waiting list placement
- During tenancy
- During recertification or program participation
- During an eviction or grievance process
Examples of reasonable accommodations may include:
- Approval of a live‑in aide
- Service or support animals (see NRHA Pet Policy)
- Reserved or accessible parking spaces
- Changes to communication methods or formats
- Alternate formats of forms or notices
- Disability‑related policy or procedural exceptions
Each request is evaluated individually based on the disability‑related need.
Some requests involve changes to rules or procedures, while others involve physical changes to a unit.

- Reasonable modifications involve physical or structural changes to a unit or building
If your request involves construction or physical changes, you may need a reasonable modification instead.

Submitting a Reasonable Accommodation Request
To request a reasonable accommodation:
- Download and complete the Reasonable Accommodation Request Form
- Submit the form by email to ReasonableAccommodation@nrha.us,
or deliver it in person to your property manager or caseworker
Once submitted, NRHA will acknowledge the request and provide a written decision after all required information is received.
