The St. Paul’s Area Transformation project and goals were developed through a series of community meetings held alongside residents and community stakeholders. From these meetings, six design principles were developed and serve as the foundation for a reimagined St. Paul’s Quadrant:
- Fashion a mixed-income community with a combination of single-family homes, town homes, and small- and large-scale multifamily units for all income levels
- Foster employment opportunities along St. Paul’s Boulevard through office and commercial space and the development of an anchor investment to attract the broader community
- Provide recreation and open space opportunities including active facilities for exercise, play, walking, biking and passive activities through tot lots and playgrounds that allow for enjoyment of natural areas and open spaces
- Restore Norfolk’s Church Street as the commercial, civic and social heart of the community
