Vision & Guiding Principles
The vision and principles that undergird redevelopment in the St. Paul’s Quadrant echo the overall mission of Norfolk Redevelopment and Housing Authority (NRHA), which is to provide quality housing in the neighborhoods our residents choose. The vision for the transformed St. Paul’s area is a community connected physically and socially to the rich collection of cultural and educational assets in the Hampton Roads area.
As the Authority continues to work toward redevelopment, we are determined to keep our residents, their comfortability and their economic mobility top of mind. Those ideologies are reflected in the guiding principles established by the NRHA Board of Commissioners.
These principles will continue to govern transformation efforts and serve as an anchor to hold NRHA and its partners accountable to the work being done in our communities.
