As Chief Housing Officer, Karen works closely with executive leadership to align organizational priorities and advance long term strategic goals. Her dedication, professionalism, and visionary approach make her a trusted leader — one who consistently delivers excellence across both housing and security operations.

During her 23 years with NRHA, Karen has previously served as Vice President of Security Programs and Security Programs Director. She was also named Interim Chief of Housing Operations during another agency transition period, where she oversaw large scale housing programs, ensured operational readiness and delivered high quality services to diverse resident populations.
Karen is also a 20-year veteran of the Norfolk Police Department and a graduate of Old Dominion University. She is an avid Pittsburgh Steelers fan and loves great R&B and Jazz.
