As the Chief Development Officer with NRHA, Steve leads staff and consultant teams to reposition existing rental properties, public housing communities and develop Authority properties. NRHA’s Development Office is the Authority’s lead on the St. Paul’s Choice Neighborhood Initiative (CNI), Calvert Square and Young Terrace Transformation Project.
I’m grateful of my experience with repositioning public housing communities using various tools such as Section 18 process, low income-housing tax credits, rental assistance demonstration (RAD), Choice Neighborhoods and Hope VI programs. We at NRHA will help transform local neighborhoods with the help of HUD, the City of Norfolk, the development community and Norfolk residents.
Steve has worked for NRHA for more than 25 years in various capacities, from Project Director and Neighborhood Manager to VP of Development, and directed revitalization efforts in Norfolk, including the Grandy Village, Diggs Town, Moton Circle, Park Place and Huntersville communities. Steve also worked briefly at Newport News Housing Authority as a CNI manager. He came to Norfolk from Florida, where he previously worked in the Palm Beach County planning department.
Steve received a bachelor’s degree from Virginia Tech and obtained a Master of Science in Community and Regional Planning degree from the University of Texas at Austin.
