Norfolk redevelopment and housing authority

NRHA owns and manages nearly 4,000 assisted rental units throughout Norfolk that provide housing at affordable rent rates for those who need assistance, including seniors and people with disabilities. Generally, tenants pay 30 percent of their income as rent. However, several factors go into rent determination and into determining who’s eligible for housing.

Eligibility

Assisted rental housing is limited to individuals and families based on the following eligibility:

  • Annual gross income (income limits apply)
  • Whether you qualify as a low-income individual, senior, veteran, person with a disability or as a family
  • U.S. citizenship/immigration status
  • Head of household must be at least 18 years of age at the time of this pre-application or an emancipated minor by a court of competent jurisdiction, consistent with Virginia law
  • Qualification criteria specific to waitlist application must be met
  • Credit and criminal background checks conducted by NRHA for all adult family members 18 years of age and older must be passed
  • Applicant or any member of the household that has ever been convicted of manufacturing or producing methamphetamine on the premises of any federally assisted housing or any family household member that is subject to a lifetime registration requirement under a state sex offender registration program will not be eligible for housing assistance.

Current and former residents of assisted rental housing or HCV participants who owe a balance will not be processed until the balance is paid in full. In addition, you must meet the eligibility criteria for our program.

NRHA will collect the following information to determine your eligibility:

  • Names of all persons who would be living in the unit with you, their sex, date of birth, social security number and their relationship to the head of household
  • Present address and telephone number
  • Family characteristics and household composition to determine selection preferences
  • Names and addresses of your current landlord and previous landlords
  • An estimate of your family’s anticipated income for the next 12 months
  • Names and addresses of employers, banks and any other information to verify income and deductions
  • Documentation such as birth certificates, Social Security cards, verification of income, assets and expenses for your household
  • Previous rental references

Selection Preferences

Applicants will be positioned on the waiting list using the following category of preferences based on point values:

  • Residents of Norfolk—20 points, includes families employed in Norfolk, seniors, and those with disabilities
  • Working Preference—10 Points, includes head of household or spouse or sole member who is age 62 or older or is a person with disabilities or where the head of the household is the primary caregiver for a household member with a disability. Minimum 15 work hours per week for non-elderly and applicants without disabilities.
  • Veterans—5 points

For example: Norfolk Resident 20 points, working 10 points and a veteran 5 points = 35 points

How Rent is Determined?

Rent will be calculated based of the highest of the below formulas:

  • 10 percent of monthly income
  • 30 percent of monthly adjusted income (Gross Annual Income less deductions allowed by the regulations)
  • A $50 minimum rent, set by NRHA at this time
