Calvert Square

Built in 1957, Calvert Square took its name after a street that was in the area of the community. Calvert Square has 310 units and also houses an Envision Center that provides a variety of resources and support such as the Family Resource Center, Youth Center, Workforce Development Programs and the Early Childhood Education Programs.

DiggsTown

Diggs Town

Built in 1952, this community is named after J. Eugene Diggs, a prominent Norfolk attorney. Diggs Town has won several architectural awards for its innovative neighborhood design complete with front porches, white picket fences and yards. This community is comprised of 422 LIPH and PBV units.

Grandy Village

Grandy Village

Built in 1953, Grandy Village was named after one of NRHA’s first commissioners, C. Wiley Grandy. This 363-unit LIPH and PBV community sits on the waterfront property of the beautiful Elizabeth River and contains the Grandy Village Learning Center.

Oakleaf Forest

The community was named because the contour of the land is in the shape of an oak leaf. This 257-unit apartment community was built as World War II housing but was later converted into public housing in 1957 when NRHA bought it from the Federal Government.

Young Terrace

Built in 1953, this 746 unit apartment community was named after P. Bernard Young, editor and publisher of the Journal and Guide newspaper which is named the New Journal and Guide today.

Cottage Bridge

Built in 2015, these 47 fully accessible apartments are named for Cottage Bridge Crossing, a bridge that once existed in the area. All units are designed to meet ADA accessibility standards for residents with disabilities, and are Type A wheelchair accessible.

Franklin Arms

Built in 2003, Franklin Arms is a 100- apartment midrise community named after the late Vera Franklin, a beloved and long-time NRHA employee, who was instrumental in the development of the HOPE VI application and many of NRHA’s resident services programs. In 2017, Franklin Arms was converted to PBV through the RAD module.
