We are actively looking for new landlords to participate in the HCV Program! The HCV program helps very low-income households, including elderly and disabled afford decent and sanitary housing in the private market. Participants can choose any housing that meets program requirements including single-family homes, duplexes, townhomes and apartments. Together with local landlords, NRHA is working to create sustainable neighborhoods.

- Low Turn Over:
On average, HCV tenants stay in their homes for five years. Over 200 participants have been in their homes for more than 15 years. - Reliable Income:
Participants are thoroughly vetted so you know they can afford to pay their share of the rent. NRHA automatically direct deposits any balance of the rent into the financial institution of the landlord’s choice. - High Quality Tenants:
Criminal background checks are completed on applicants before admission to the program to ensure exclusion of people convicted of violent crimes, sex offenses and drug offenses. Additional criminal background checks are conducted on HCV participants every three years. Participants have the active support of a case manager throughout the program. - Free Annual Property Inspections:
Rental properties are inspected each year to make sure they continue to meet HUD’s housing and quality standards. Results of these inspections allow landlords to regularly maintain their investments and avoid costly major repairs. - Free Rental Advertising:
Available rental units are advertised by NRHA at no cost to the landlord.

You are invited to attend a landlord orientation meeting that will take place on Tuesday, January 28, 2020 at 10:00 am. The meeting will be held at our main office located 555 E. Main St, Norfolk, VA 23510, in the PNC Bank Building (downtown Norfolk/corner of Main and St. Paul’s Blvd.) in our 15th floor conference room. There is a ticketed parking garage attached to the building; please bring in your parking ticket for validation.
