NRHA is issuing a Request for Qualifications (RFQ) for Developer Partners and is soliciting proposals from experienced developers specializing in mixed-use redevelopment projects and various development projects. These include affordable and market rate housing, rental housing, homeownership opportunities and workforce housing.
The selection process under this RFQ will result in the selection of multiple Developer Partners. The successful parties will demonstrate through their respective responses that they possess the necessary qualifications and experience. Upon selection, Developer Partners, in collaboration with NRHA, will be responsible for negotiation, acquisition, design, master planning, financing, pre-development and development activities, in accordance with an agreed upon plan.
After the selection of qualified Developer Partners, NRHA will issue a Request for Proposal (RFP) for specific sites to the selected Developer Partners. NRHA may, at its sole discretion, award more than one development site to a Developer Partner. Selection as a Developer Partner does not guarantee a subsequent award of a development site.
Interested firms or entities with a track record of success in developing mixed-finance and mixed-income developments, particularly those capable of demonstrating successful experience with Low Income Housing Tax Credit (LIHTC) application and development in Virginia are encouraged to respond to the RFQ.
NRHA seeks to partner with developers committed to significant participation from minority and women-owned business (M/WBE), as well as participation from local and/or disadvantaged businesses.
