NRHA’s Tenant Management and Advisory councils operate similarly to the civic leagues in many of Norfolk’s neighborhoods. Each council is run by residents who advocate for their neighbors, help NRHA implement programs and develop community events and activities.
Tenant Management Councils (TMCs) serve NRHA family communities, and Advisory Councils represent the midrises for seniors and people with disabilities. Each council typically has five officers, including a president, who are elected every three years.
