Norfolk redevelopment and housing authority

In 2015, NRHA began its efforts to revitalize the 422-unit Diggs Town community by applying to HUD’s RAD Program. The revitalization plan includes the renovation of 322 units, consolidation of nine units and the demolition of 91 units through the use of LIHTC equity, NRHA Capital Funds as well as debt financing provided by Virginia Housing (VHDA).

NRHA is committed to providing quality housing for our residents. This commitment is the driving force behind the major renovations taking place in Diggs Town – renovations that include:

  • Central conditioning in each unit
  • New kitchen cabinets, counter tops and appliances – including dishwashers
  • Renovated bathrooms
  • Washer and dryer hook ups
  • New flooring
  • New windows
  • Upgraded plumbing and electrical systems
  • Fresh paint
  • New landscaping that includes a beautiful open green space

Phase 1 of the renovations is scheduled for completion in the fall of 2021. However, due to the increased funding needed for redevelopment efforts of this magnitude, Phase 2 has been put on hold for the time being as we work to identify the best source for additional funding. Once the funding is secured, work will begin on Phase 2.
