For decades, NRHA has worked in partnership with the City of Norfolk to revitalize its older neighborhoods and construct new ones. NRHA’s infill housing program was conceived to offer homeownership opportunities at all price points in the neighborhoods we serve.

Since 2016, NRHA has produced an average of 15 houses a year, with sales prices ranging from $159K to $610K and a total value to the city of about $28 million. NRHA houses typically have seen significant appreciation in value, providing equity to our buyers. 

Definition

Infill is the rededication of land, or reuse and repositioning of underutilized buildings and sites, used in often blighted neighborhoods to help make them into more prosperous communities.

Our Homes

  • NRHA’s infill homes are professionally designed for compatibility with Norfolk’s traditional neighborhoods, with desirable features such as large front porches and landscaping. NRHA maintains a library of plans of various sizes and styles suitable for construction in different neighborhoods across the city.
  • All NRHA homes are required to meet high standards of quality and have better grade roofing, siding and other components for durability and value. Each home also must meet the standards of one of the national green-building programs for superior energy efficiency and performance.

Partnerships

NRHA partners with local builders who are dedicated to quality construction and excellent customer service. NRHA also works with Community Housing Development Organizations to leverage funding such as down-payment assistance and low mortgage rates to provide homeownership opportunities to qualified buyers.

NRHA staff work with builders on site evaluations, design development, construction compliance, and coordination with the city.
