In 2017, infrastructure construction began on the 5th – 7th Bay Street residential project in Norfolk’s Ocean View that included extensive site fill and re-grading, creation of a comprehensive underground storm water retention system, new utilities and new street construction on 5th and 6th Bay streets. In 2018, NRHA broke ground on the first of 40 distinctive new residences with completion of all homes projected for the end of 2020.
Named the “Homes at Bay Oaks,” the new homes are designed in traditional coastal styles and meet nationally certified energy efficiency and green design standards. Prices range from approximately $400,000 to over $500,000, generating significant tax revenue for the City of Norfolk.
Concurrent with the planning of this development, the City of Norfolk set aside land for the creation of Bay Oaks Park to conserve one of the few remaining tracts of existing maritime forest in the city. The 11-acre site features a diverse combination of natural open fields, native undergrowth, stands of mature, towering trees, as well as recreational facilities.
