Norfolk Redevelopment and Housing Authority (NRHA) and the City of Norfolk have partnered to transform and increase the redevelopment opportunities and affordable housing in the St. Paul’s Quadrant to include the Young Terrace, Calvert Square and the former Tidewater Gardens communities. The St. Paul’s zone is broadly defined as the range from St. Paul’s Boulevard on the west, Virginia Beach Boulevard on the north, Tidewater Drive on the east and City Hall Avenue on the south.
The former Tidewater Gardens community, once more than 700 units, is now undergoing redevelopment through a Choice Neighborhood Initiative. The broad goal is to coordinate the entire physical transformation with a comprehensive approach to the needs of residents.
Redevelopment Plan
The transformation of our community began in 2020, starting with the former Tidewater Gardens neighborhood. Since then, the redevelopment has delivered 192 new apartment homes across two new properties – Senior Living at Kindred and Origin Circle at Kindred.
A third development, Kinship at Kindred, is currently under construction and is expected to be completed by December 2026. This will be the first new housing built on the original Tidewater Gardens site. It will include 191 apartment homes, with 73 units specifically reserved for former Tidewater Gardens residents.
The next major phase of redevelopment will focus on Young Terrace and Calvert Square. This long-term project will roll out in multiple phases starting in 2027, with an estimated investment of $1 billion. Approximately 2,065 residents will be affected over time. The Young Terrace community is currently comprised of 746 units and the Calvert Square community is currently comprised of 310 units.
The ultimate goal is to create modern, mixed-income, mixed-use communities that provide better housing options, expanded services, and a stronger sense of neighborhood connection. An initial master plan draft has been created.
